In accordance with the provisions of Executive Decree n °96-296 dated 24 Rabi' al-Thani 1417, corresponding to September 8, 1996, as amended and supplemented, which established the National Entrepreneurship Support and Development Agency and defined its statutes, the agency is governed by a board of directors and managed by a director general, and is also equipped with a supervisory committee.

Board of directors

The Board of Directors deliberates, in accordance with applicable laws and regulations, on the Agency’s activity program, estimated budget, the Agency’s organization and internal regulations, the annual plan for financing the Agency’s activities, as well as the use of financial means, the creation of annexes and the completion of investments.

Monitoring Committee

The Monitoring Committee is tasked with exercising post-implementation oversight of the Board of Directors’ decisions. It meets at the end of each quarter and provides useful observations and recommendations on the best ways to implement the programs and projects initiated by the agency.

Board of Directors’ composition

Two (2) representatives of the Minister in charge of Micro-Enterprises, one of whom is the Chairperson;
Representative of the Minister in charge of Foreign Affairs,
Representative of the minister in charge of the Interior and Local authorities;
Two (2) representatives of the Minister in charge of finance;
Representative of the minister in charge of Trade;
Representative of the minister in charge of Labor, Employment and Social Security;
Representative of the minister in charge of National Solidarity and Women’s Affairs;
Representative of the minister in charge of industry,
The Permanent Secretary of the Joint Guarantee Fund to guarantee the risks of loans granted to young entrepreneurs, or his representative;
The president of the association of banks and financial institutions or his representative;
Representative of the organization of young entrepreneurs, the most representative at the national level.

Board meetings

The Board of Directors meets in ordinary session at least four times a year, upon the summons of its Chairman, who sets the agenda based on a proposal from the Director General of the Agency. It may also meet in extraordinary session upon the summons of its Chairman, or at the request of the supervisory authority, the Director General of the Agency, or a majority of its members.

Tasks of the Monitoring Committee

Exercising post-implementation oversight of board decisions;
Providing feedback and recommendations to the Director General;
Providing feedback on periodic reports on follow-up, implementation, and evaluation;
Monitoring and auditing the accounts for the use of Agency funds;
Providing feedback on the estimated revenue and expenditure data.
