Presentation of the IMPACT 70 Program

This is the new program of the National Entrepreneurship Support and Development Agency (NESDA) for micro-enterprises interested in local development, called IMPACT 70.

The name derives from the impact that a micro-enterprise has on its environment: economic (creating added value, processing raw materials, etc.), social (job creation, local services, etc.), and individual (self-fulfillment, entrepreneurship, etc.). The number 70 commemorates the anniversary of the outbreak of the glorious November 1, 1954 Revolution, which coincided with the launch of the program.

Program Framework:

The program implements the commitments of the President of the Republic, Mr. Abdelmadjid Tebboune, to develop a “new economic model based on diversified growth and the knowledge economy.” These commitments stem from his dedication and interest in youth, the promotion of entrepreneurship among them, and his support for their projects.

It translates his high-level directives aimed at meeting the challenge of economic recovery by building a productive and diversified economy that creates value and quality and sustainable local development.

The program also contributes to strengthening the role of local authorities as a driving force for national development.

Program Axes and Activities:

The program is structured around the following five axes, which also represent its main objectives:

  • “Perception” Axis: It aims to raise awareness about the importance of entrepreneurship and the role of micro-enterprises in local economic development, by instilling in society a new perception of the opportunities offered by the Agency’s updated mechanism and breaking away from previous misconceptions.
  • “Mindset” Axis: It seeks to develop entrepreneurial thinking among young people from different categories and educational levels, encourage their entrepreneurial spirit, and equip them with essential knowledge to help them overcome the challenges inherent to creating and managing micro-enterprises.
  • “Creation” Axis: It aims to support the creation of micro-enterprises across various economic sectors related to local development, in line with the specificities, capacities, and needs of each wilaya, while mobilizing the different resources and potential available within the entrepreneurial ecosystem.
  • “Development” Axis: It aims to support the development of micro-enterprises by expanding their activities across various economic sectors for local development, taking into account the specificities, capacities, and needs of each wilaya, while exploiting the resources and potential available in the entrepreneurial ecosystem.
  • “Employment” Axis: It seeks to highlight the contribution of micro-enterprises to the local labor market by generating direct and indirect jobs based on the characteristics of value chains in various economic sectors.

Program scope:

The program covers all economic sectors related to local development such as agriculture, construction and public works, industry, fishing, irrigation, services, transport, maintenance, liberal professions, and traditional crafts.

It takes into account characteristics and specific features of each Wilaya, including:

  • Investment opportunities
  • Economic potential
  • Strategic and priority sectors
  • Development needs

With the aim of laying the foundations for sustainable and equitable development across the entire national territory, in line with the adopted territorial planning schemes, such as plans for the coastal structure, the High Plateaus, the southern regions, the priority intervention and border development zones, the attractiveness hubs, and the integrated industrial development zones, ….

Program Goal:

The program is based on a holistic approach that brings together the various stakeholders of the local entrepreneurial ecosystem: the Wilaya, the Commune, decentralized services, and the relevant bodies and institutions. The success of the program depends on the combined efforts of all local development actors, in order to implement the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, aimed at creating 450,000 jobs and establishing sustainable local development, with the goal of reaching the year 2027, which will be a decisive milestone for Algeria, marked by the completion of the digitization process and the reaping of the benefits of developing the national economy.

Promoting local micro-enterprises means enhancing the national production value chain and paving the way towards self-sufficiency, in order to achieve “Algerian production for Algerians.”
