Activity Expansion Program “NESDA Expansion”
It is a special program of the National Entrepreneurship Support and Development Agency, intended for micro-enterprises wishing to expand their activity. It is titled: “NESDA Expansion”
Program Framework and context
The program aims to enhance the expansion of micro-enterprise activities and give them more opportunities for development and success, within the framework of the Agency’s reform efforts, taking into account the criteria for entrepreneurship training and the control of risks related to activity financing.
The program covers owners of micro-enterprises who have previously benefited from the Agency’s support during the creation phase, as well as those who have not previously benefited from it, such as those who started their activities through the National Agency for Microcredit Management (ANGEM) or the National Unemployment Insurance Fund (CNAC), in addition to farmers, artisans, or holders of licenses and/or commercial registers.
The Expansion of activity includes various economic sectors and comprises:
- Development of a main activity or launching a subsidiary activity: new production line, new machine, new complementary product or related to the main activity.

Program advantages
- Project financing may reach up to10,000,000 DZD.
- A 5-day entrepreneurship training session at the Agency.
- Joint financing formulas are mixed between the project owner, and the Agency, and triangular between the project owner, the Agency, and the Bank.
- Loans with 100%interest rebate.
- Attractive loan repayment terms.
- Tax benefits in accordance with the conditions specified in the current tax legislation.

Program Eligibility Requirements
To benefit from the Agency’s Activity Expansion program, the enterprise owner must meet the following conditions:
Common Conditions:
- Aged between 20 and 58 years
- Have been active during the last two years with proof of this (accounting records, tax declarations G12, C20, …)
1. Previous beneficiaries of the Agency’s mechanism:
1.1 Conditions for benefiting from “Expansion of the same or subsidiary activity”:
- Must not be removed from the Commercial Register, Artisan Card, license, etc.
- Must be committed to the loan repayment schedule (bank loan and unremunerated loan), without being more than five years behind the repayment timetable.
- Must have fully repaid the bank loan and/or the unremunerated loan, depending on the financing type (mixed, triangular, change of bank, etc.).
- Must own all necessary equipment for the activity, whether acquired during the creation phase or replaced during operation in the case of full repayment of the bank loan and the unremunerated loan.
1.2 Conditions for benefiting from “New activity expansion”:
- Must possess qualifications (by the manager, one of the partners, or one of the employees) in the field of requested expansion.
- Must fully repaid bank and/or unremunerated loans related to the creation of the activity.
- Must currently be in operation for the main or another activity (activity change without being removed from the Commercial Register, Artisan Card, license, etc.) created within the Agency’s mechanism.
2. Previous non-beneficiaries of the Agency’s mechanism:
- Have not benefited from subsidies and advantages activity expansion provided by any other public support agencies (ANGEM or CNAC).
- Have not benefited from subsidies and advantages activity creation within the framework of the Algerian Investment Agency (AAPI).
- Possess qualifications related to the activity being expanded (from the manager, one of the partners, or one of the workers).
The steps to benefit from the program
Steps of Benefiting from Activity Expansion under the Agency’s Mechanism include:
Electronic registration via the Agency’s digital platform
Electronic registration linkEvaluation of the activity expansion project by the Agency’s services using a risk assessment system (scoring), based on criteria related to feasibility:
- efficiency
- financing
- directing the project holder to training if the score exceeds 50%
Special training on management skills and fundamentals for 5 days at the Agency.
Presentation of the expansion project by its owner to the Committee for the Selection, Approval and Financing of Investment Projects at the wilaya level.
Issuance of the Eligibility and Financing Certificate by the Agency’s services for the project owner if the committee approves it, and initiation of administrative procedures related to the expansion, as applicable, with
- various administrative services (taxes, social security, etc.)
- suppliers (premises, equipment, etc.)
Start of the new activity after completing all procedures with the Agency’s services.
