As part of subcontracting, NESDA supports the vocational training sector in the creation of 300 small enterprises in coordination with Condor Group.

As part of enhancing the integration between the vocational training and entrepreneurship systems, and activating the partnership with the economic sector in subcontracting, Mr. Bilal Chacha, the Director-General of NESDA, along with Ms. Nassima Arhab, Minister of Vocational Training and Education, conducted a working visit to the province of Bordj Bou Arreridj. During the visit, a pilot subcontracting program was launched at the Condor Group Academy, aimed at establishing 300 small enterprises in the field of home appliance maintenance, with the support of Condor Group and in coordination with NESDA and the vocational training sector, to link training with production and support local products.

The visit to the province of Bordj Bou Arreridj on October 7, 2025, was marked by the launch of a pilot subcontracting program at the Condor Group Academy. This program aims to establish 300 micro-enterprises specialized in the maintenance of cooling systems and household appliances, supported by the Condor Group in coordination with the National Agency for Support and Development of Entrepreneurship (NESDA) and the vocational training sector. This initiative represents a practical step toward realizing local subcontracting and leveraging the potential of vocational training graduates. It follows a balanced model of mutual benefit: empowering youth to establish micro-enterprises within an effective support and mentorship framework, while providing the Condor Group with a network of qualified local operators to ensure after-sales service continuity and strengthen the national production chain. The visit included several field stops, most notably the Center of Excellence for Vocational Education and Training in Ras El Oued. The delegation reviewed training workshops in refrigeration, air conditioning, and the household appliance industry. Additionally, they visited the Entrepreneurship Development Center (CDE), a vital space for mentoring young project holders, equipping them with the necessary skills to realize their ideas on the ground and enhancing their interaction with economic actors. The visit continued to the Belaid Abdessalam Industrial Zone, where the delegation observed efforts to develop a skilled workforce and encourage the creation of micro-enterprises in industrial subcontracting. These efforts contribute to supporting local production and increasing the efficiency of the region’s economic fabric. This visit reaffirms the pivotal role of NESDA in consolidating the partnership between vocational training and entrepreneurship ecosystems. It highlights the commitment to supporting young entrepreneurs through innovative field projects that translate the State’s vision into a diverse and sustainable national economy based on innovation and initiative.
